The picture of himself younger alongside Vector depicts him with curly hair.Perkins is the bigger bad of the first film, as he was behind Vector's plan to obtain the moon. It is possible that one of the reasons of why he hates Gru is because Gru robbed the bank when he was a child, along with Wild Knuckles. In Minions: The Rise of Gru, it is revealed that he used to be the bank teller of the Bank of Evil before taking ownership. Despite owning the Bank of Evil, Perkins is never seen lending funds to anyone.

The painting seen in his office resembles Napoleon on his Imperial Throne.Perkins' appearance resembles Dilbert's pointy haired boss, although his hair is much shorter. He praises Vector more than he admonishes him. On his desk there is a picture of him giving Vector a piggy-back ride. Perkins has a strong bond with his son Vector. The reason for this is because younger villains are overly ambitious for their own good and eager to make a name for themselves compared to already established career villains like Gru who were extremely successful at their jobs, making the new blood envious as well potentially more dangerous and harder to control. He also compared Gru to an apple and crushed two apples when speaking to him on different occasions. He dislikes Gru for no real reason (despite the pittance of profitability in Gru's former criminal activities) and stated that he preferred to use younger villains, such as his son, due to their grander and trend-worthy vision.

Perkins stayed on at the Bank of Evil and was eventually promoted to director. He first encounters a young Gru who accompanies Wild Knuckles in a bank heist scheme where Wild Knuckles fakes a heart attack, which allows Gru to steal the Mona Lisa from the bank vault. In Minions: The Rise of Gru, he is depicted as a bank teller in the 70s for the Bank of Evil. Perkins is an even tempered, yet cold-blooded and ruthless man.
